Military Flight Operational Quality Assurance (MFOQA) & Aviation/Airman Safety Action Program (ASAP) Program Manager to oversee the MFOQA and ASAP activities at Air Force Global Strike Command (AFGSC) and ensure these programs meet AFGSC's requirements regarding the measurement and management of safety hazards and trends.


  • Act as the primary liaison with AFGSC and the USAF Aviation Safety Division (AFSEC/SEF) for execution of the MFOQA and ASAP program at HQ AFGSC
  • Advocate MFOQA/ASAP program goals, benefits, and proper uses within AFGSC and the AF, including AFSEC/SEF's Proactive Aviation Safety
  • Oversee the daily administration, security, and operation of the Integrated Risk Information System (IRIS), the data collection and retrieval process, the security and protection of data and resulting analyses, the measurement and management of flight deviations and safety trends, and the recommendation of corrective actions
  • Assist analysis team in developing, deploying, and sustaining processes that facilitate the collection, reporting, analysis, quality control, and visualization of MFOQA and ASAP analysis and transformation into actionable information for identifying, assessing, mitigating, and tracking operational hazards
  • Assist AFGSC analysts with the implementation of the MFOQA analysis processes, coordination with the AFGSC Steering Committee, and distribution (within and outside AFGSC) of analysis results and corrective actions
  • Work with AFSEC and AFGSC to support ASAP program
  • Provide knowledge of aircraft operational environments, the missions flown, and the maneuvers performed during those missions
  • Strive to maximize the efficient use of the MFOQA and ASAP analysis and participate in all meeting and supporting events for MFOQA/ASAP
  • Work with analysis team, MFOQA and ASAP Working Groups, AFGSC staff, AFSEC staff, and units to identify areas of interest; generate analysis products; present emerging trends, hazards and risks; and disseminate (within and outside AFGSC) analysis results and corrective actions
  • Collaborate with the MFOQA/ASAP team to ensure that all reports generated under the MFOQA and ASAP programs meet AFSOC and AFSEC requirements, are factually correct, and statistically sound
  • Collaborate with MFOQA/ASAP Flight Data Analysts to identify trends and deviations from standard procedures and parameters
  • Coordinate with AFGSC staff to identify corrective actions, implement corrective actions, and evaluate effectiveness of any corrective actions undertaken
  • Assist in the development, evaluation, monitoring, and compliance with MFOQA/ASAP regulations, policies, standards, and procedures
  • Generate informational articles, briefings, case studies, cost benefit analysis, marketing materials, and training materials to stakeholders and designated users at AFGSC and targeted bases on MFOQA and ASAP safety findings, corrective actions, program plans, goals, objectives, benefits, schedules, and the road ahead
  • Support AFSEC in disseminating MFOQA/ASAP goals and processes to AF leadership. Generate briefings, point papers, and participate in meetings as necessary
  • Assist AFSEC and AFGSC with the development of long-term funding needs and POM submittals
  • Maintain familiarity with AFGSC MFOQA-capable aircraft, flight data recorder equipment installation schedules, flight data download and data capture rate statistics, and other relevant information
  • Support AFSEC with the assessment and evaluation of mishap prevention strategies that support or complement MFOQA/ASAP capabilities, analyses, and processes
  • Support MFOQA/ASAP-related meetings, including, but not limited to, MFOQA Program Management Reviews, DoD events, meetings with Sister Services, Aircraft Information Working Groups, industry safety forums, and presentations to Air Staff, AFGSC, AFSEC, and program office personnel
  • Participate in working groups and design reviews to ensure that MFOQA requirements are included in any proposed upgrades to flight recorders and other data acquisition systems

Job Requirements:

  • Bachelor's degree or higher
  • 15 years of flight experience in Special Operations, pilots preferred
  • Joint, HAF, MAJCOM, or NAF staff experience
  • General knowledge of the Guard and Reserve component of AFGSC
  • Technical requirements:
  • Military aviation experience and extensive knowledge of aircraft operational environments, operating characteristics, standards, missions flown, and the maneuvers performed for AFGSC aircraft
  • Knowledge of and experience with aviation safety programs, including MFOQA, ASAP, Line Operations Safety Audit (LOSA), and operational risk management
  • Moderate skill level in use of Microsoft Office products
  • Proven ability to collaborate with all echelons, from headquarters staff to squadron operations and maintenance
  • Anticipate travel approximately one trip every two months
  • Must be a U.S. Citizen and able to obtain a security clearance
